Absolutely! When your opponent casts a spell and you have Rhystic Study out, they get the choice to pay an extra 1 mana. If they don't, you get to draw a card. It's all about giving them that tough choice – spend mana now or give you more fuel. It's a great way to either slow them down or get an advantage yourself!

Nope, you don't use mana for Rhystic Study. It's the opponent's decision to pay the extra 1 mana or let you draw. Your mana isn't involved in this process.

As a long-time MTG player, Rhystic Study has won me more games than I can count. The power isn't in using mana; it's in the psychological game. Do they pay to starve you of cards, or do they risk fueling your hand? Every time an opponent groans deciding whether to pay that extra mana, I know Rhystic Study is doing its job.
