Absolutely! Proliferate is a keyword ability that lets you choose any number of permanents and/or players with counters on them, then gives each another counter of a kind already there. If you've got multiple cards or abilities that let you proliferate, you can use each one. So, uncap those permanents, spam those spells, and watch those counters stack up!

Yeah, you can use proliferate as many times as you have the ability to trigger it. Each instance is separate, so go wild!

Nope, think of it more like any other ability in MTG - as long as you have ways to activate it (like different cards or abilities that say 'proliferate'), you can use it multiple times. Magic's all about finding those sweet combos.
