Absolutely you can! In Magic The Gathering, a creature with 0 power can still attack unless another rule or effect says it can't. This might not deal any damage to your opponent directly, but it can be useful for triggering various abilities or effects that occur when a creature attacks.

No points for tickling! But yeah, technically, you can make a 0 power creature attack. Don't expect it to do much on its own though.
