Absolutely! When a card gets summoned from the graveyard in MTG, it usually involves an ability or spell bringing it back to the battlefield, not the card itself being cast. So, you can't counter the card like you would a spell being cast from a hand. However, you can counter the spell or ability that's trying to bring the card back with cards like "Stifle" or "Disallow" which counter triggered or activated abilities.

Gonna have to disagree with some folks here. It really depends on how you're looking at it. If a spell from a hand is bringing back that creature, then yeah, you can counter that spell. But if you're talking about the creature card itself magically hopping out of the graveyard without a spell... not gonna happen directly.

In short, nope. You can't just slap a counter on a creature popping out from the graveyard itself. You gotta target the spell or ability doing the heavy lifting.
