Absolutely! In Magic The Gathering, you can counter pretty much anything that's a spell, including artifacts when they're being cast. So if your opponent is trying to play an artifact from their hand, you can definitely throw a counter spell at it to ruin their day. Just make sure the counter spell you're using doesn't specify a certain type of spell (like only countering creature spells), because artifacts need a general 'counter target spell' kind of deal.

Nope, once they're in play, artifacts are safe from counters. You gotta catch them while they're being cast.

Yup, as long as it's still a spell on the stack. Once it hits the battlefield, it's too late, so timing is everything!
