100% yes, you can enchant other players. I use 'Overwhelming Splendor' on my friends all the time to basically nullify their game. It's brutal but hilarious. Trust me, it's a game-changer.

Nah, don't bother enchanting players. Stick to creatures and artifacts. Way more bang for your mana.
