Nope, Commander decks in Magic The Gathering need to have exactly 100 cards, including your commander. That's what makes it so unique and fun - you get to build with lots of variety and the one-card rule (excluding basic lands) adds to the strategic depth. So, if you've got only 60 cards, you're looking at a different format, my friend.
