Yep, experience counters aren't off-limits for proliferate. If it's got a counter, proliferate says 'Why not add one more?'

Absolutely, you can proliferate experience counters in Magic The Gathering! Proliferate lets you choose any number of permanents and/or players with a counter, then give each another counter of a kind already there. Since experience counters are on players, they are fair game for proliferation.
