Yeah, auras do target when you cast them! When you're casting an aura spell, you have to choose a target for it, which means you're picking a permanent (usually a creature) that the aura will attach to. Just remember, if the target isn't valid when the aura tries to resolve, the aura spell won't resolve and will go to the graveyard instead.

Not always. Some abilities let you put auras onto the battlefield without casting them, bypassing the need to target.

Auras only target when being cast. Once they're on the battlefield, they don't 'target' in the same way. This means if something becomes an illegal target after the aura has attached, the aura won't automatically fall off.
