No, drawing and milling are not the same. Milling specifically refers to moving cards from your deck to your graveyard. It doesn't give you the chance to use those cards during your turn since they don't go into your hand.

Nope, milling and drawing are totally different actions in MTG. When you mill, you're putting cards directly from your deck into your graveyard without them ever hitting your hand. Drawing, on the other hand, means you're actually adding a card to your hand from your deck. So if a card or effect tells you to mill, you're definitely not drawing!
