Lands 100% count towards the City's Blessing. Been there, done that, got my blessing thanks to a bunch of islands and mountains!

Why wouldn't lands count? Of course, they do. It's all about having ten or more permanents, and lands are permanents too!

Absolutely! In Magic The Gathering, when you're working towards achieving the City's Blessing, every permanent you control counts towards the total of ten needed.
