In MTG, you can become the monarch by playing cards that specifically say "you become the monarch" when they enter the battlefield or when a certain condition is met. Cards like "Thorn of the Black Rose" or "Palace Jailer" can make you the monarch as part of their abilities. Once you're the monarch, you get to draw an extra card at the end of your turn, which is awesome for card advantage. Just remember, if another player deals combat damage to you, they snatch the crown and become the monarch instead!

Just smack someone who's already the monarch with one of your creatures. Combat damage = new monarch. Simple as that.

Honestly, becoming the monarch can be more trouble than it's worth. Sure, drawing an extra card is great, but it paints a huge target on your back. Every other player will be gunning for you just for the chance to draw more. Play it smart!
