Mission Briefing is a cool card that lets you essentially replay any instant or sorcery card from your graveyard. First, when you cast it, you surveil 2 (which means you look at the top two cards of your library and can choose to put any of them into your graveyard). Then, you can choose an instant or sorcery card in your graveyard, and you may cast that card this turn. The catch is, you still have to pay the mana cost for the card you're casting from the graveyard. It's like giving your spells a second life!

Quick take: Mission Briefing is a way to cheat the system. Cast it, pick a spell from your graveyard, and bam, you're casting it again (with mana, of course). Surveil 2 is just icing on the cake.

As someone who's played Mission Briefing a bunch, I can't stress how game-changing it can be. Using it at the right moment to recast a crucial spell from your graveyard has turned the tide of many games for me. Plus, the surveil helps set up your next moves. Just remember, you need the mana to cast that second spell!
