Mystic Remora is a cool card that's all about making you extra cards while annoying your opponents. When you have it on the battlefield, every time an opponent casts a non-creature spell, they have to choose: either pay 4 extra mana (which, let's be honest, they won't wanna do most of the time) or you get to draw a card. It's like having a little fish friend that helps you fill your hand just because your opponents are doing stuff. Just remember, it has cumulative upkeep, so you'll have to pay more and more mana to keep it around each turn.

Mystic Remora is basically a tax collector in card form. Opponents gotta pay up or you draw. Simple as that.
