It makes your opponent use everything or nothing at all. Tap a land? All lands get tapped. Attack with a creature? Every creature has to attack. It simplifies things: go big or go home!

War's Toll is a fun yet tricky card in Magic The Gathering. Basically, it forces all your opponent's lands to become tapped whenever they tap any land for mana. So, if they tap one, they have to tap 'em all. The same goes for attacking with creatures - if they choose to attack with one, all their creatures that can attack must join the fray. It's a fantastic way to mess with your opponent's strategy and force them into all-in moves.
