City's Blessing is a unique perk in MTG that you can achieve during a game. Once you've got it, you can't lose it, no matter what twists and turns the game takes. If you control ten or more permanents at any moment during your turn, you ascend and get the City's Blessing. Honestly, City's Blessing is overhyped. It's a nice boost for some cards, but if your deck isn't built to take advantage of it, it's just a fancy term for having a bunch of stuff on the board.
